the medical ninjas are the most essential in a battle in for ninjas to last long in battle and do not disregard them as lowest level

Leaf needs a New Hokage and since i made the leader system no one can actually just claim it, So the village must decide an Rp in the Hokage building should be created as a meeting of sorts or you can vote somewhere else..

RP samples will be needed to determine ones rank when claiming one.
For Rouges your Bio determines your rank depending on the crimes you have committed and the secondary thing that will determine your rank is strength.

If One wants to rank up post in the Ranking exams area in your village where a Proctor will have a spar with you and determine your rank. This system will continue until a proper chuunin system is made.
