System:
When ever a Kage or Village leader dies no one is allowed to make a new character and instantly make them the leader or Kage stuff doesn't work like that. After a Leader/Kage's Death a Ninja village will instantly want to have an election/nomination for a new leader if they did not name a successor. Jounin+ Will vote and decide for the new leader in a council meeting of some sort. Also..jounins DONT BE STUPID vote for active people who have trained and have nice Jutsu and strategy if you pick a lame sucky person your village will be in poor leadership hands.
To be Up for Vote Ninjas must be Nominated.
Also for all those Power hungry people it is also a good time to try and force your way to the top, if a vote doesn't work in your favor there is always civil war? a Coup? Be creative.
Only Members of a village that have created more than 10 Rp topics in their village 5 of which should have other characters involved in the RP should be given Leadership.
Inactive Kages/leaders will be moved to Jounin rank and a Vote will take place to choose another leader for ones village
