Leaf needs a New Hokage and since i made the leader system no one can actually just claim it, So the village must decide an Rp in the Hokage building should be created as a meeting of sorts or you can vote somewhere else..

A Shadow flickered among the trees in the land of waterfalls it was wearing an ANBU mask even though the person wearing it was not even an ANBU ninja it was a Jounin of the cloud village Kyo Osen, he was sent to follow up on the mission from the cloud village which Hei, Reikou and Nue were sent on for surveillance of the waterfall village, the Raikage sent Kyo to see if everything was going right and also to make sure everyone returned swiftly even though E did not tell Kyo what it was about it Kyo knew that E had something for the team back in the Cloud village to do, and he wanted to get it done quickly apparently which is why he sent Kyo he flickered thought the leaves of the forest heading towards his teammates..
