Leaf needs a New Hokage and since i made the leader system no one can actually just claim it, So the village must decide an Rp in the Hokage building should be created as a meeting of sorts or you can vote somewhere else..

The ANBU members that frost was with approached the Tsuchikage's office door and one of them knocked on the door lightly and opened it up the other was right behind Frost keeping their Leader's safety their Priority the one that entered first approached the Tsuchikage's desk and kneeled before her "Tsuchikage - Sama this man we bring to you is a envoy of the snow village he has come to speak with you" The Anbu said while Frost and the other ANBU walked into the office. Frost kept his silence not wanting to disrespect the stone village's leader by speaking out of turn Frost never met a Kage before even though his village's leader could be considered one
